Monetary Policy Overrides


The Monetary Policy delineates how an organization can request Monetary Policy Override (MPO) Status. 


In extenuating circumstances and for special funding considerations an organization may apply to receive a MPO. A demonstrated need must be clearly shown and presented before the legislature. For an organization to receive a MPO a majority of legislators must approve the request being made. Thus, exceptions to the monetary policy will be up to the discretion of the legislature. The Vice President of Organization Budgets will determine the final level of funding after legislature approval. MPO status can be given for recurring occurrences but must be reapplied to on an annual basis. 


For example, budgets for the full academic year are now due in the Spring. However, a performance organization may not know the competitions they are attending and therefore do not have exact prices. In this case MPO status may be given so the organization can provide documentation of costs at a later date and be funded for their competitions since all line items require price evidence.

  1. Create a presentation that includes the following:

    1. Overview of mission and club events 
    2. Explanation of the need for a monetary policy override
    3. Specific text that is relevant in the monetary policy
  2. Reach out to the current President and Vice President.

    1. Present before the executive board.

      The executive board will ask questions and provide suggestions on the feasibility of your request.
    2. Incorporate feedback from the meeting.

      After hearing from the executive board, you should alter your presentation accordingly.
  3. Present before the Legislature.

    1. Await approval.

      The College Council Legislature has the ultimate authority to grant MPOs. They will ask questions and then debate the merits of your need for an MPO.
    2. If denied, make changes if necessary or look to other options.

      A rejection of an MPO is not necessarily permanent. The request may be rejected for lack of information or other factors, and you can re-request an MPO.
  4. If successful, the Office of Organization Budgets will make a final determination and inform you of the changes to your budget.

Price Evidence

In certain scenarios the exact costs are not known for competitions because they are contingent on acceptance to the specific competition. Thus, while estimations will be factored in, the allocations for competitions can occur after operational budgets are due and price evidence can be submitted later for the following:

  • Flights
  • Housing
  • Transportation
  • Other items that match these same requirements 

Play Rights

Due to the necessity of ensuring that this is available for certain performance groups group, College Council will fund up to the amount necessary for an organization to be able to exist and purchase the rights to a play or musical.
